Research Analyst or Senior Research Analyst
The Data Foundation is a Washington, DC-based 501(c)(3) non-profit organization that seeks to define an open future for our data, for a better government and society. The Data Foundation provides research, analysis, education, and programming that aims to improve the country’s data policies.
As the country’s leading data policy think tank, the Data Foundation supports informed dialogue and thought leadership on emerging strategies and applications for accessing, using, and applying data in ways that are useful for decision-making. By collecting, sharing, and using data in new ways, government and society can become more open, more effective, and more efficient.
POSITION OVERVIEW
This position is for GS-9 to GS-15 federal employees who are eligible for a rotational assignment (detail) under the Intergovernmental Personnel Act (IPA) on a non-reimbursable basis. The Data Foundation is currently seeking experienced researchers to support activities for ongoing and emerging research projects.
The Research Analyst or Senior Research Analyst requires experience working with federal laws, regulations, or policies that relate to how agencies collect, organize, and make data accessible. Potential areas of expertise could include research, data science, natural science, statistics, policy analysis, performance management, evaluation, computer science, or privacy.
The position focuses on the following core responsibilities:
Enhancing the Data Foundation’s capacity to engage in relevant research and activities regarding implementation of key data and evidence laws, including the Foundations for Evidence-Based Policymaking Act of 2018, the OPEN Government Data Act, the Confidential Information Protection and Statistical Efficiency Act of 2018, the Government Performance Results Act Modernization Act of 2010, and the Paperwork Reduction Act.
Supporting Data Foundation activities that encourage public discourse about the use of data in society, including for evidence-informed policymaking and data-driven decision-making.
The analyst will be expected to learn about new and evolving policy issues, and will interact with policy experts, researchers, political leaders. The position will provide opportunities to write substantive content, to conduct primary research, to develop public-facing explanatory materials, and to engage with policymakers and academics.
This is ideally a 6-month, full-time rotational assignment in Washington, DC, with longer durations available. The position is non-supervisory and will report to the Interim President.
